Diamant, Van Emmerik and Geertjes presented national report at the International Congress of Comparative Law in Vienna
Every four years the International Academy of Comparative Law organises a new edition of this congress in co-operation with the Interdisciplinary Association of Comparative and Private International Law.
The 19th edition of the International Congress of Comparative Law took place from July 22 until July 29, 2014 at the Law Faculty of the University of Vienna. During the conference, Michal Diamant, Michiel van Emmerik and Gert Jan Geertjes presented their national report on ‘Limitations on Government Debt and Public Deficits’. The general report on this subject was written and presented by Professor Fred Morrison (University of Minnesota).
In their national report the authors give an overview of the limitations with regard to government debt and deficits that apply to the budget of the central government, as well as the limitations that apply to the budgets of local and provincial governments. The authors also discuss the way in which these limitations are laid down – in the constitution, in national legislation, in European legislation or otherwise, e.g. in more informal political agreements – and subsequently if and how these limitations can be enforced.
