Professor Willemien den Ouden (1971) is the Dean of the Honours Academy of Leyden University . She is also a Professor of Constitutional and Administrative law at Leiden Law School and a research fellow of the E.M. Meijers Institute of Legal Scientific Research. Professor den Ouden participates mainly in the Programme ‘Securing the Rule of Law in Multilevel Jurisdictions' and ‘Interaction between legal systems’. She graduated twice at  Leiden University, (Faculty of Theology 1994, Leiden Law School 1996) and defended her Ph.D. thesis on legal obligations of subsidy receivers (Wie betaalt bepaalt? Een onderzoek naar de rechtmatigheid van subsidieverplichtingen, Deventer: Kluwer 2002) in 2002.

The research conducted by Willemien den Ouden focuses on financial administrative law in general, subsidy law, limited public rights, European and national law concerning the European Structural Funds and State Aid. The interaction of EU financial law and Dutch financial law plays a central role in her research.

Willemien den Ouden is one of the initiators of the Leiden Expert Group on State Aid (LEGSA), an informal cooperation of Leiden academics who cover the topic of European state aid in their daily research and education. She is also one of the initiators of the ‘Studiegroep Europese Subsidies’ (European subsidies study group), which created a network on the interactive website LinkedIn (named Netwerk Europese subsidies).

Curriculum vitae

Willemien den Ouden finished her pre-university education at the Christelijk Lyceum in Alphen aan den Rijn and started her studies in Theology at University Leiden in 1990. From 1991, she commenced  additional studies in Law at the same university. She finished her studies in theology in 1994 with a specialisation in philosophies of life and graduated in Dutch law in 1996 with a specialisation in administrative law.

Initially, she started as a PhD student and subsequently as a University lecturer at the department of constitutional and administrative law in Leiden. After that she was appointed associate-professor and as per March 2007 became appointed professor.

She has published books and articles in Dutch as well as in international Law Magazines and has been awarded several grants for her research from the Netherlands Organization for Scientific Research and the European Commission. She was selected as the best candidate by her peers for writing the best Dutch annotation of the year on administrative case law in 2007, 2010 and in 2011.

Thesis and lecture

In January 2002, Willemien den Ouden was promoted with her dissertation entitled ‘Who pays, decides?’, a study on the legality of aid commitments. Her inaugural lecture was held on April 11, 2008 and was titled ‘Het wankele evenwicht tussen Europees en Nederlands subsidierecht bij de uitvoering van Europese structuurfondsen’ (‘The unstable balance between European and Dutch subsidy law in the realisation of European structural funds’).
