From 2000 to 2010 he worked as a senior (international) policy officer and senior strategic analyst for the Dutch Council for Refugees. He was a member of the Board of Editors of a Dutch magazine on refugee law (Nieuwsbrief Asiel- en Vluchtelingenrecht) and a member of the sub-commission on asylum of the Dutch Standing Committee of Experts on international immigration, refugee and criminal law (Meijers Committee). He also held the secretariat of the Advisory Committee on asylum of the Dutch Council for Refugees.

In his work Stefan Kok followed the adoption of the Dutch Aliens Act 2000 and the Common European Asylum System (CEAS). He was a member of the ECRAN network of senior policy officers of the European Council on Refugees and Exiles (ECRE).

From 2010 to 2013 he lived in Canada (Toronto, Ontario), where he conducted legal research for several organizations, including the Law Commission of Ontario and refugee assisting NGOs. He was also a member of the Steering Committee on Overseas Protection and Sponsorship of the Canadian Council for Refugees.
